Denorra Carter-Murray is the Managing Director of Child and Family Services for the Philadelphia Regional Office of A Second Chance, Inc. (ASCI), a role she has held for the past two years. A North Philadelphia native, Denorra brings more than a decade of progressive leadership and direct service experience within the child welfare system, with a strong focus on kinship care and youth with specialized behavioral health.

Denorra began her career at ASCI in May 2013 and has held multiple roles throughout the organization, including Kinship Emergency Response (KER) Caseworker, CUA Compliance Caseworker, Trainer for staff and caregivers, Supervisor, and Director of several key programs. Her leadership portfolio includes oversight of CUA Certification, CUA Compliance, KER, General Foster Care, and Recruitment. She also supported ASCI as a graduate-level intern, supporting both SWAN and recruitment initiatives in assessment and supervision capacities.

In her current role, Denorra leads programming that centers the voices, strengths, and needs of kinship families and youth navigating the child welfare system. Her work is grounded in trauma-informed and culturally responsive practices that acknowledge the unique challenges faced by families in Philadelphia. She is deeply passionate about advocating for the kinship triad and fostering supportive, equitable systems for children, youth, caregivers, and staff.

Denorra is a proud graduate of Central High School and earned her Bachelor’s degree in Psychology from Arcadia University. She holds a Master of Social Work degree from Widener University and is a Licensed Social Worker. Outside of her professional role, Denorra devotes her spare time to her family.
