A Second Chance, Inc. (ASCI) is a non-profit corporation established in 1994. Its mission is to provide a safe, secure, and nurturing environment to children who are being cared for by their relatives or a close family friend - formally called "kinship care". ASCI became a subcontracting agency of Allegheny County Children and Youth Services (now called Allegheny County Children, Youth and Families [CYF]) in July, 1994.

   Tara Skibiel is currently the Vice President of Child and Family Services. Tara obtained her Bachelors degree in Psychology and Sociology at Washington and Jefferson College. Tara earned her Masters degree in Social Work from the University of Pittsburgh in August 2011 and completed the requirements to be accredited as a Licensed Social Worker. In September 2014, Tara completed the requirements inclusive of providing direct clinical services to families and children, completion of clinical supervision and successful completion of the clinical licensure examination to be accredited as a Licensed Clinical Social Worker. Tara currently serves as a field supervisor of other Masters and Bachelors level Social Work students who complete their field placement at A Second Chance, Inc.


   Tara has over ten years of experience in the human service field. Prior to working at the agency Tara was a caseworker for the American Red Cross specializing in assisting homeless dual diagnosis individuals and families locate resources specifically focusing on securing housing. Tara began her career at the agency in 2006 as a caseworker and then progressed into a supervisory role. In 2011, Tara became a Child and Family Services Director and then in 2014, Tara became the Vice President of Child and Family Services. Tara’s engagement in these multiple roles at A Second Chance, Inc has provided her with valuable learning experiences that have prepared her for her current leadership position.
